       State Associations

       There is extensive discussion of State Associations in the
       Governance Task Force Report.  It concluded:
       [quote]Our view is that the State Associations would be best
       served by having a direct relationship with the management of
       the USAT, rather than being part of the governance structure. By
       that, we propose that a Vice-President of Planning incorporate
       the State Associations and assist them.
       This would be a volunteer office, with a National Office staff
       liaison, that would set standards for State Associations, ensure
       compliance, provide a forum for direct State Association
       liaison, provide USAT incentives by recognition of State
       Associations and individuals that achieve certain goals, and
       provide ongoing development programs for state associations
       including assistance and encouragement of club formation and
       development, seminars and clinics, assistance with incorporation
       and 501(c)(3) matters, and to set up ongoing reporting
       requirements to ensure financial transparency, financial
       accountability, “Safe Sport,” and to develop public relations
       goals for the State Associations.[/quote]
       Naturally, the inert thing that currently claiims to be the
       alleged Board of Directors of USAT didn't do a thing about it.
