I take it it must be a target pistol of some kind as all the
rest would be covered by banding system.

currently banded system is currently not available for target
rifles.
if it was .22 for .22 same action ( bolt for bolt etc), one on -
one off is available, if differing action ( bolt for semi) must
be variation.
This aspect is being questioned

You are correct sir going from a bolt to an semi it's a bit of a
joke the way they do things
