You can buy a starting pistol without a licence providing it is
brightly coloured so that it complies with the VCR act. You can
purchase a realistic looking starter pistol if you can prove
that you have a defence against the act that permits you to buy
realiatic imitation firearms. You need to be an airsofter, a
re-enactor or a museum etc to avail of the defence. As for the
blanks, they are regulated by the explosives branch over here
and you do need to obtain written permission from the explosives
branch to purchase them. You must first prove that you have a
genuine need for the blanks. It's a straight forward process but
make sure you follow it, otherwise you could be getting done for
an explosives offence. Looks really bad on paper even if they
were just blanks.

As said no licence needed to own the pistol as long as is 50%
orange/ red/blue/green
However you do need the permit for the blanks...

this is the sort of thing that the country sports orgs should be
trying to sort out, you have a license for live ammo but yet you
have to have to apply for blanks thats a load of bollox

It's also a bollox that you have to specify a particular dealer
on the letter! If one is out of stock it means you can't buy
them anywhere else!
