       Castwell, meaning the City of the Stars in Fey, is one of the
       cities in Ifhrar, comprised of the inner city and surrounding
       forests. It is a arcanocracy wherein only a masterful magician
       may take their spot as mayor, and magicians, in general, enjoy a
       dominating presence in the cities politics and personage. The
       mayor is the most powerful spellcaster in Castwell, with the
       mastery of their school of magic unquestioned. If a mayor is, in
       an unlikely scenario, slain by a more powerful mage; that mage
       has the ability to ascend as the new mayor.
       The cityscape is a mosaic of labyrinthine waterways and great
       stone structures, so gracefully constructed they seem a part of
       the surrounding environment. The city has a very nocturnal
       population, with most of its activities taking place beneath the
       starlight.
       Within Castwells forests, there is an infestation of rat-like
       creatures called Virth.
