Right of Rule

"There was a time when the small nation of Grafta was filled
with monsters, but a man, later in history known as First King
Leon who bore the Right to Rule brought back order and began
their conquest of Graftian continent. He was called the first
King, being the only existence at that time in the isles who
could fight off the hordes on their own. He protected the people
from monsters, and thanks to both him and the sudden technology
boom, the nation's territories increased massively-- eventually
becoming an Empire."
Right of Rule is the divine-given power of Sovereignty, the
right to rule and be a leader. It is passed down between members
of the Pendragon line and can only be used by them due to being
pseudo-transcendent. As that which can be called the physical
actualization of their ideals and the symbol of his heroism, it
is in many ways a representation of a ruler themself. It is
technically split into three pieces, each representing a known
dimension: Authority (the astral), Dominion (the earth) and
Supremacy (the underworld), of which altogether are meant to
represent the universe. It can be compared to other similarly
ranked abilities: being one of the few Fate Constructs created
by a storyteller (shared with Divinity), unable to be replicated
by other means (shared with Pandoras' Box), and its status as a
unique existence means it cannot be reproduced in any way
(shared with The Gift).
The wing of Authority allows the bearer to exert their willpower
over anything they can conceptualize and choose, even themself.
Even a few laws, existing parts of reality can be exerted on,
with mixed effects. The most pertinent effect that many of its
wielders use is to take control or command other people, along
with their abilities. Even control of other people's most unique
abilities unsuitable for the bearer will instantly go to them
should they claim dominion over it. The bearer is able to
naturally control anything that they claim as if it were an
extension of their arm-- understanding them completely. When
Dominion is also used to empower Authority, one can perhaps
slightly encroach their will on reality itself for a brief
moment.
Dominion, the arc grants one the right itself to rule true to
its name. Its beauty is majestic and its existence so absolute
that it is 'the existence that cannot be defiled'. Each person
who has ever wielded Right of Rule places a small fragment of
their power into it upon their death: about one-percent of it.
This power that grows in its usage also allows the wielders to
commune with the spirits of past users if they are within the
afterlife.
The wing of Supremacy naturally grants intense willpower and
stamina to its user (a boost to its current user's already
impressive willpower) along with notable physical strength and
lifeforce-- making them on par with even great monsters. The
power of Supremacy can be split and given to other people, or
entire armies to grant them a fragment of that same mighty
power. If the power from just Supremacy is not enough, the arc
of Dominion can be used to empower its effect.
Right of Rule can be seen when activated as a small glyph with
two wings and a central component (each representing one of its
abilities). Although these three sub-abilities are it's greatest
strengths, they are also its greatest weakness. Right of Rules
power is limited at any given time, and even after the effect is
canceled, it can take upwards of five minutes for the user to
regain the power lost.

Right of Rule: Kingdom of Magic

Although holding dominion over magic itself is far too grand a
power for any human, divine or even stronger being to handle
properly, through Right of Rule it can temporarily, for just a
moment be grasped. Doing so can allow the negation of seemingly
any lower magic through simple hand contact; complete
nullification. Because of how big the domain and endless of
magic itself is, doing this requires all three parts of Right of
Rule briefly. Also, especially large spells may be too thick to
nullify all at once.

The user distributes the essence and power of Right and Rule
into another, granting them a weakened version of its power.
This person is then deemed a 'vassal of Divine' by contract. As
the users power is likely far higher then the targets, the power
boost is massive. There is no limit to how many people can be a
vassal of Divine at once, however the power is stretched thinner
for each one, and until the contract is revoked by either side,
the power cannot be regained. A vassal cannot harm the user.

By using Right of Rule to claim authority over somethingt hat
the user, under normal circumstances, could not posssibly own,
they create a sort of loophole in which they are 'forced to own
it'. To a certain extent, the user can completely copy or take
unique abilities, features, and traits of another person at his
leisure for a time. As they are considered the true owner, many
unusual effects can be brought to pass, such as incinerating a
person made of fire, creating their own versions of a ability,
and killing an immortal.

The power can be acted on those who see the user's goals as
noble or righteous, and compels them to serve under him.
Regardless of if they ultimately would or wouldn't, those under
its effects are forced to enlist, and work entirely for the
users goals. The effect lasts longer the more the afflicted
believes in the user's goals, and in some cases; it could be
said to last forever. Enchanters can compare this to a nearly
unbreakable oath.
