       PHASAR

       PHASAR, is a secretive organization that strings along events
       within the world. They are akin to an intelligence network.
       PHASAR was initially formed by a group of Livein nobles with the
       intention of safeguarding some of the world's more sensitive
       data.
       During the Shattered Riots when the public was first close to
       the truth, members of pre-PHASAR conducted a mission to quell
       the rebellion and prevent the knowledge of the Livein from
       becoming widespread. Operative Veronica Barrow infiltrated
       groups that were helping push the Riots and took information
       from them. Before killing various riot leaders, Veronica
       proclaimed that [pre-PHASAR] was going to "prevent the end of
       our safe dream", and carry on the wishes of the their
       forefathers. After Veronica's intense speech, she executed the
       DCI in a way that looked like a suicide. The nobles later
       contacted Veronica and invited her to form part of the new
       organization- which would then become PHASAR.
