       The Graftian Empire

       The Great Graftian Empire is a major world power in Myrrh. The
       empire is located to the northeast of North Palamecia. It's
       current Emperor is Quan K. Pendragon, the seventh leader.
       Originally the Graftian Republic, it was formed from part of the
       remains of the Alliminian Empire by it's greatest knight, Leon
       Pendragon.
       Until a hundred years ago, due to Graftians' overall inability
       to use magic compared to other nations, the Graftian Republic
       became a remote and sparsely populated nation occupying little
       more than a fraction of the northlands. One day, a brilliant man
       impersonating the leader of the country brought great change
       with a stash of otherworldly items he had acquired from the Far
       East. He told the people of the Graftian Republic that their
       future was to expand, to control, to be Great. The Republic
       began a campaign of conquering other nearby nations under the
       pretense that they would exterminate all monsters that would
       then threaten them.
       The Graftian Empire is a monarchy with a semi-absolute cognatic
       primogeniture succession based on Divine Right. The new king
       always inherits shortly before or just after the death of his
       father, who bestows the Right of Rule to them (either in person
       or spirit). The monarch is considered considered to have
       absolute final say over all matters within the kingdom except
       over the Gods themself within the Graftian Empire. Although it
       is not known whether or not the Right of Rule can be passed to a
       woman, and thus a queen, it is considered within the realm of
       possibility. For this reason, the succession laws allow the
       eldest sibling to inherit regardless of gender, as long as they
       can inherit the Right of Rule.
       Now, the Empire controls all of the Nomum Isles, dubbed The
       Graftian Isles after their seizure of them. Based on the day of
       the full takeover, July 30th is the national holiday, Seizure
       Day.
       General Laws
       - Everyone is to conduct themselves in a civilized manner. Live
       life with honor. Working hard and sacrificing for the good of
       the whole will make the whole stronger.
       - All races are welcome in the Empire so long as they act in a
       helpful, polite, civilized manner. The definition of helpful,
       polite, and civilized is subject to imperial interpretation and
       may change at any moment.
       - Anyone practicing dangerous magic will be held responsible for
       any damage done to people or property within the city or on
       others, regardless of fault (this law is almost always expanded
       upon in city by city, with every city bar Jamaiyal preventing
       magic usage in public or specific zones without the proper Mage
       Academy License). Necromancy is always forbidden.
       - Violence is heavily discouraged inside of cities. Anyone who
       has been threatened or harassed should report such behavior to
       the Knights rather than take matters into their own hands (or,
       alternatively, take it outside of a city). Fighting zones can be
       created with the correct license, however, murder is still not
       allowed.
       The ranks within the empire.
       His/Her Eminence (0): The Chancellor of the Empire
       His Majesty (I): The Emperor of the Empire, and generally also
       the King of Dan Grafta.
       His/Her Royal Highness (II): Men of the royal family in the line
       of succession, the Emperor's wife, and the Emperor's mother.
       His/Her Highness (III): Member of the royal family with no claim
       to the throne, such as female heirs and their spouses.
       His Greatness (IV): Commander or High Commander
       His/Her Grace or Excellency (V): Dukes, Barons, Viscounts,
       Counts:
       His/Her Lordship or Ladyship (VI): Lords, untitled nobles,
       military generals
       Sir or Dame (VI): Knights, baronets, senior [Has eight
       sub-levels to it.]

       Royal Palace

       In order to justify the monarch's actions beyond being that of
       Divine Right, the king has a council of advisors who assist them
       with their decisions. The council is in essence an extension and
       verification of the Kings already borderline-absolute authority.
       They are the advisors and administrators who serve the King,
       even in his respect as Emperor: and so much of the business of
       state and budgeting is actually handled directly by the
       councilors before reaching the king.
       Although they are not actually councilors, the Seven Blooms of
       Dan Grafta are also given their own seats at the round table.
       ------------------------
       The Imperial Chancellor is the head of foreign affairs and
       justice within the land. With or without the king, the
       chancellor holds meetings with other nations and has the power
       to declare war, enact treaties and surrender. The chancellor is
       also the highest-ranking judge within the land, whose official
       residence is in their Chancery in the city of San Amore. The
       chancellor is appointed by every member of the council, royal
       body and the highest-ranking dukes in the land.
       The Chancellor, unlike their peers on the council, is given the
       nomenclature of being an imperial instead of Royal or High. This
       distinction is important because its means that the Chancellor
       is the only actual Empire-based member of the council, and ranks
       higher then the others. It also means that in the actual Chain
       of Command, the Chancellor holds a rank nearly equivalent if not
       above the King in matters of the empire, but not of the kingdom.
       In practice, they are the Kings right hand and strongest-ally.

       High General (there are 2 at any given time.)
       ------------------------
       The Royal Treasurer (previously known as the High Steward) is
       the head of finance and administration.  They are primarily
       responsible for collecting and administering kingdom-side taxes
       across the land from citizens, barons, counts and dukes at the
       correct taxation ratio towards the Crown. The high treasurer
       also handles the granting of land, noble titles and the kingdoms
       personal estates.
       Civillian: 8% (reapplied at 4% to the Baron)
       Baron: 12% (reapplied at 6% to the Count)
       Count: 18% (reapplied at 9% to the Duke)
       Duke: 22% (reapplied at 11% to the King-- not the Crown itself)
       Although the Royal treasurers primary office is in the Palace,
       every town within the Empire of atleast 1,000 residents has a
       Treasurer's Office with an Assistant High Treasurer inside.
       These assistants report back to the Royal Treasurer and act in
       their stead, further enabling the correct collection of taxes.
       ------------------------
       The Emissary Warden holds reign over the governments gathering
       of intelligence data and its prison population.
       ------------------------
       Court Chaplain. The role has lost much of its prestige since the
       Petalflow Incident and the passing of the Faith Intersection
       Act, which separated the Court Chaplain from the actual role as
       Sagacitas.
       The newest council position is that of the Royal Magician. They
       also have a role in prosecuting and punishing magic-based
       crimes, shared with the Emissary Warden.

       Religion within the Empire

       Taminism is the primary and official religion of the Empire,
       although other faiths are allowed as long as they do not incite
       violence or harm to the primary faith. Although it is split into
       several branches, here is a cursory explanation of its hierarchy
       within the Empire.
       I. The Sagacitas - The Sagacitas is 'the one true voice of the
       Heavens'  in the taminist faith and his claims extend to all
       Taminists throughout the world, even outside of the Empire. He
       is the closest to the Divine, and the Sagacitas cannot be a
       woman, as they are not considered 'pure' or 'clean' enough.
       I (Special). The King/Emperor of Dan Grafta - The emperors
       claims only extend to taminists inside of the Empire, and his
       word is officially considered equal to the Sagacitas, according
       to the holy texts of Aghanim. Outside of this, whether a
       faithful listens to the Sagacitas or the Emperor in an instance
       of a dispute, is mostly up to them.
       II. Illuminatus / High Annointed - The Illuminatus are stationed
       in the great Zivant Citadel with the Sagacitas, and act with him
       at all times.
       III. Annointed - The annointed are the head of any manese
       outside of the Great Zivant Citadel. They have authority not
       only over the bishops within their territory, but also over all
       faithful.  Administration of the Annointed's area, called a
       Manese, is up to the annointed. Some set up a complex hierarchy
       filled with priests and sub-priests and acolytes, while others
       appoint a few sub-high-priests and let each temple run itself.
       IV.  Bishops/Fathers/Priests - Head or speakers of any single
       holy place.

       Military of the Graftian Empire

       The empire relies on a very strict organizational system for its
       army, based on ancient Alliminian rank and file formations, with
       marshal titles being a direct appropriation of them.
       They fall under two distinct categories: militants and supports.
       Militants are the ones who actually perform combat duties.
       Militants are to defer to those of a higher rank; in an instance
       of being unable to for whatever reason, they then must defer to
       one a rank higher (such as a Squire to their commander).

       Primary (militants):
       Squire
       Knight
       Commander
       Marshal
       General
       A squad is made up of ten to twenty squires or knights, and up
       to ten squads form a batallion, led by a Commander. Commanders
       directly lead their batallion from on-foot and actively
       participate in battles. There are then up to ten batallions
       within any given division, which is led by a Marshal.
       The Marshals lead and act from outside the field, rarely if ever
       acting directly in combat. They direct messages to the generals
       and other marshals, correcting the soldiers under them with
       minor strategies. There are only seventeen Marshals and two
       generals in the entire army; if at any point this would result
       in congestion in a division, then the size limit of said
       batallion is increased. One Marshal is to specifically to handle
       the duty of managing the supports.

       Then, there are also the supports in the military who handle
       non-combat roles. They are all considered to be above a Knight,
       but technically below a Commander-- however they all directly
       answer to the seventeeth Marshal.
       Secondary/Tertiaries (supports):
       Warden
       Physician
       Distributor
       Wardens have two duties: maintaining the imprisonment of
       prisoners of war, and keeping order within the living quarters
       of the soldiers.
       Physicians are doctors or abjuration magicians who are sent onto
       the field alongside a batallion to assist them. If they are able
       to, they reat the wonded in combat, but otherwise recover the
       injured and dead to treat (or store if deaD) at a camp.
       Distributor is the widest ranging role in the military, with
       many different roles, duties and subclasses. From cooks, ,
       morticians. The only underlining specific of a distributor is
       that they either handle the movement of goods to and from the
       camps and the soldiers, or work on maintaining the camp itself.

       All of the ranks outside of Marshal and General are also
       designated with a numeral between I and III (i.e Knight II, with
       a higher numeral simply designating time in service of the
       military. Although there is no inherent power difference with
       the designations within the same rank, many defer or are
       expected to defer to their cohort of a higher designation.
       I: 0-5 years of service
       II: 6-10 years of service
       III: 10+ years of service
       Marshals are instead designated with a specific title, taken
       directly from Alliminian military titles. The marshals also
       attend high-ranking cases in the court of law (sometimes as the
       inquisition or overseers).
