What happens after the 24 Hour period of a Waiver?

Does the team that posted "claim" last gets him and they don't
lose waiver spot? idk what happens tbh.

Here's what SHOULD happen:
1.Teams should be notified in order of current waiver list (
Tulsa, Apollo, etc )
2.If a team passes on them they are offered to the next person
down the list
3.If a team accepts them they move to bottom of waivers.

Use this scenario:
Team A is first on the waiver list
Team B is second
Team C is third
John smith applies for free agency at 5:00 PM
Team C "claims" him
Then, B "claims" him, therefore currently having priority to the
person over Team C
Then...Team A comes along and wants to claim John Smith. He
"claims" him at 6:30 PM the next day (over 24 hours later)
Because it was over 24 hours, he couldn't claim him right away
(first on the list).
Team B ends up with John Smith.
Team B goes to the bottom of the list
Team A is sill first
Team C is second
if...
24 hours went by without any team "claiming" him, then John
Smith would become a free agent.
As a free agent, anyone can sign him at any time.
