       Civilian Safe Houses

       I'd like to request an 'evacuation zone' for civilians of all
       three cities. Whenever the city alarms ring, they'll be ushered
       to the safe houses. I'm thinking it could be a section of the
       underground war zone - like it's only accessible if one goes
       underground.

       Make a Building Area, put all the actual houses there, add some
       "free houses" and declare them no PvP zone.
       Helzbelt has already such area, reply that on other towns.
