Yes it does, but it is a crown, not a chain.
That is customary, Kate´s does too. If you are born royal, it is
on the head, if you are royal through marriage, it is around the
neck! It is crazy.
If you google others, it will be the same.

I read songbird, somewhere.
I'll look it up..... Meghan's Coat of Arms has Golden Poppies
for California, Wintersweet that grows in Kensington, blue for
the Pacific Ocean, yellow rays of sunshine, an open beak for
communication, quills for the power of language, a crown around
the neck perhaps because she was not born royal (unlike her
husband) and one half is about Harry.
I like most that the beak looks noisy and the Songbird's legs
are thin like Meghan's. It's attractive as Coats of Arms go, to
me. The Songbird significance, I'm not sure about.
I like that Meghan got her own as her father, had he applied for
one, would have had to have availed it to his other nutty
children.
