How do I find owners? Found Pigeon RPDC 10 300

Hello Roller Pigeon enthusiasts!
I love pigeons, I've rescued injured pigeons in the past, one
unbanned, one banned to AU.
My neighbor found a banned pigeon today, friendly and uninjured.
Band number has lead me to this site. RPDC 10 300, We live in
Moorpark, Ventura County, (Just north of Los Angeles)
California.
How can I go about locating the owners?

If there is nothing I can do to find the owners, that's okay

You might try contacting Tony, the owner of this site. He use
to sell bands with "RPDC"..
