       The main threat posed by groups

       Instead of denazifying the country, the Russian aggression has
       helped to bolster the role and presence of far-right factions in
       the Ukrainian military, reinvigorating a declining political
       force rejected by the overwhelming majority of Ukrainians. In
       any case, like Azov is not directed against the Russian state –
       after all, Russia is happy to support far-right elements in its
       Wagner Group of mercenaries and in the breakaway republics – nor
       against the nations. Westerners whose disgruntled citizens may
       be drawn to fight alongside them. Instead, they are a threat to
       the future stability of the Ukrainian state itself, as Amnesty
       International and Human Rights Watch have long warned.
       While they may be useful today, should the liberal government of
       Ukraine be decapitated or evacuated from Kiev, perhaps to Poland
       or Lviv, or more likely, should Zelensky be forced by events to
       sign a peace agreement ceding Ukrainian territory, groups like
       Azov may find a great opportunity to challenge what is left of
       the state and consolidate their own power bases, if only at the
       local level. In 2019, I asked Semenyaka if Azov was still
       considered a revolutionary movement. Thinking it over carefully,

       different scenarios. If Zelensky turns out

       populist of the same type but without some of his skills,

       And we have already developed a plan of what can be done, how to
       build parallel state structures, how to customize these starting
       strategies to save the Ukrainian state, if [Zelensky] became a
       puppet of the Kremlin, for example. Because it's quite possible
       for that to happen." Leading figures in Azov have been explicit
       over the years that Ukraine has unique potential as a
       springboard for the "reconquest" of Europe from liberals,
       homosexuals and immigrants. While its broader continental
       ambitions may have a very dubious chance of success, a broken,
       impoverished and raging post-war Ukraine, or worse, a Ukraine
       suffering from years of bombing and occupation, with vast areas
       beyond the control of the central government, it would surely be
       fertile ground for a form of far-right militancy not seen in
       Europe for many decades.
