Applying for a job that might not exist

I've been looking for a part-time gig, and I've been noticing
that our local newspaper badly needs a proofreader/fact checker.
Now, this is a small-time, weekly paper with a small staff, and
I'm not sure that position even exists. How would I go about
finding out? I was thinking of emailing the editor that I have
worked with in the past (I submitted articles for the humane
society) and asking him, but should I include a resume or
anything? I wouldn't even know what to mention as a wage or a
       salary. Any ideas?

I think maybe a casual phone call to the editor might be a good
       plan.

I agree, just call them or drop them an email and be very casual
       about it. You never know.

Yes, a quick email or call offering up your services would be
       great! Good luck!
