Hanging out in the Bathroom

Yet another odd work situation.
The ladies room on my floor (basement) has a small area where
there a couple lockers and a chair, and then on the other side
of the wall are the actual stalls and sinks. This area is where
a lot of us change (we have a small gym in the building) and we
use the chair to sit and put on sneakers, take off hose, etc.
Well there is this one lady who just sits in there all lunch
hour and reads the paper. Now, we have a breakroom/cafeteria
right.across.the.hall. It can get a little loud (I should know
since my office shares a wall with it) but its not horrific.
There are plenty of chairs and tables. We also have a small
public library right next to our building.
I'm guessing she's just hiding where she thinks no one will find
her. Now 1. its weird and annoying to have her right.there when
you are trying to change and taking up the chair. Today I just
went and changed in a stall. For some reason I just also find
it creepy that she's just hanging out in the bathroom...
I'm wrestling between just saying nothing or mentioning to her
that there's a library next door if she wants a quiet place to
read. What would you guys do?

I don't have any advice because this might be one of the weirder
things I've read recently.

My first thought was to find her boss if you can and ask them to
address it with her .. it would creep me out to have her hanging
out in there too.

That is really odd. I'd also address it with her boss because I
have no idea what to say...
We have someone who takes up a cubicle in our ladies and stays
an entire hour there every lunch time. I have no idea who, but
it's pretty weird too.

I've got one of those in mine, too. She sits there and plays
with her phone. It's actually pretty awkward trying to poo when
there's someone just chilling out in there.

I don't even know who her boss is (she's in a different
department). The other day she spent a whole lot of time in
there talking on the phone. I swear somehow knowing someone is
on the phone just makes it harder to pee..
Oh and on another gross note, yesterday I went to the
cafeteria/breakroom that's conveniently located across the hall
from the bathroom in question. I was heating up breakfast in
the microwave next to the sink and right next to me this woman
decides to rinse her mouth out and spit in the sink. Twice. In
front of the plastic sign that says "do not spit in sink". A
couple steps away from a bathroom. Sigh.
And no, I'm not making this up. I wish I was.

Do you work for the Zoo? :D
You have some strange characters in your building! I for one
have no idea what to say. I for one wouldn't even want to hang
out in a room where people are pooping. Since it's a public
toilet/locker room, I don't guess there is anything you can do
unfortunately except avoiding her when you know she's in there.

They also stand on the toilets in the ladies room. For awhile
we had signs for that too - they were just paper and posted in
the stalls. They read "do not stand on toilets".
We have some different cultures in my workplace, but at some
point I stop being sympathetic.

Please just gently mention to her that people were using the
area to change at noon and she's keeping people from being able
to do that. If you mention it to her boss she will be
embarrassed for no reason. She may not realize the area is
actually used. I'm sure she doesn't use it out of malice.
As for the person playing on their phone... if you are waiting
for a stall, you could clear your throat or cough to alert them
that there's a line, but please don't assume they are just there
to play on their phone. They may have IBS and need to be there.

Bunbun,
There were empty and available stalls. She was hanging out in
the bathroom outside the stalls just chatting away on her phone.
Every time I've seen her in the bathroom, she isn't going into
or out of a stall she is just hanging out there reading the
newspaper or talking on her phone.
I have no intention of telling her boss even if I knew who that
was.
