I can understand some of the anger with the SIL. She keeps
changing the plan. My own sister's doing this right now with
our Dad's birthday dinner and I find it irritating.
But I agree that the OP should be more upset that her MIL and
FIL were willing to go with the change in plans.

Your in-laws were the ones who changed plans. Your SIL can ask,
but they don't have to say yes.
She has every right to go on vacation when she wants to, as long
as she makes plans for her pets to be taken care of, which she
did. Your in-laws should have told her "Sorry, you'll have to
kennel the dog for that day."

I think I would be annoyed at both SIL (it sounds like she
purposely changed the plan) and MIL/FIL for agreeing. I
understand why you are annoyed at her FB post because when she
changed her plans it changed your plans and it made moving
harder.
FWIW, I moved two years ago 420 miles with 2 toddlers (18 months
and almost 3) and a dog. My IL's drove up with us because we
needed someone to drive DH's truck (FIL) as he was driving the
big old Uhaul. MIL followed in their car. We all arrived and
they came in for a little bit and left to go to my SIL's house.
We didn't see them again for the rest of the weekend. I had the
toddlers while DH unloaded the truck and then our paid help
showed up 2 hours late. I finally took them for a drive. I know
it sucks and it's hard but thems the breaks.
