You're not the boss of me (anymore..)

So a few months ago my rather ineffective boss got demoted. I'd
been frustrated with him for some time, as he was..well..useless
at his job, which in turn made my job about 20x more
difficult/stressful than it should be. Part of the issue is that
he doesn't understand how computers work at all, so I'd be in
his office several times a day trying to show him how to do
things (that he'd promptly forget), or trying to fix some
problem he'd created.
When he got demoted he was told in no uncertain terms by the Big
Boss that if he needs assistance, he needs to go to the
administrative assistant for his department, and not to me,
since he no longer belongs to my department. The problem is that
the assistant for his department is downstairs, and my desk is
right next to his office. At first, he kind of muddled through
things by himself, but lately he keeps coming to me to show him
how to do things. I try to re-direct him to the other assistant.
I don't go into his office to look at his computer. But he's
just not getting it. When he wants something, he'll slowly
wander out of his office, stand a few feet from my desk and
stare at me. Then he'll move a few steps closer, then closer,
until finally he is right over my shoulder and he asks me how to
do XYZ thing.
I'm ready to throttle him by this point. Yesterday he wanted to
know if he could password protect certain files on his PC so
that no one can access them when he's gone for the day. I told
him that if he's locking or logging off of his PC, it shouldn't
be an issue.
"But...logging onto the computer every morning is a hassle. I
just want to password protect files so I don't have to."
I told him to call IT. He stood there for a few minutes waiting
for me to show him how before he gave up and finally wandered
back to his office.
Please give me some good responses before I wind up snapping and
screaming "YOU'RE NOT MY BOSS ANYMORE! GO BOTHER JANE!!"

I have done both in the past..sadly, his ability to seemingly
remember he's supposed to bug Jane for stuff is much like his
ability to retain how to properly use Powerpoint. It fades away
in a matter of days. Either that or he just doesn't care to ask
anyone else since I am still so conveniently located near his
office.

Hmmm. Maybe beat it into him with a wiffle bat? Wait. No. I
doubt HR would look kindly on that.
I'm stumped.

Hmmm..I might actually try that. Jane will probably kill me (she
doesn't like dealing with him any more than I did when I had to
assist him), but I can't keep holding his hand with how to use
the computer. Especially when they hire a new department head to
take over the position he was demoted from.

Yeah, I suspect it might cheese Jane off just a touch, but if
you give her a little advance warning, it might not be as bad.
Hopefully. :)
Best of luck. Hopefully his next demotion will come with a mop
and bucket... ;)

Are they planning to move him closer to his department? Or will
this be a permanent pain in your behind? Because to me, it does
not seem very productive to have an admin and someone she's
assisting on different floors.
