Connecticut laws governing Association Budget and Auditing

Many residents wonder why they are prevented from seeing the
financials, even original invoices for the Association. They
wonder if they have the right to see them.
Well, they do have that right under Connecticut laws.
Connecticut chapter 825 Sec. 47-81. explains the duty for the
Board to maintain financial record for owners' examination. Any
request made to the Board should reference this law so that
everyone is aware of their rights and fiduciary duties.

To be clear, this extracted paragraph is paramount:
"(b) (1) Records maintained by the declarant, by the association
or by the manager, including, but not limited to, minutes of
meetings and voting records of the board of directors, shall be
made available for examination and copying by any unit owner, or
the unit owner’s duly authorized agent, at the expense of the
unit owner, during normal business hours upon the request of
such unit owner or agent."
There must also be a state rule for enforcing full audits in
this link.
