       After eight years of postponements, the heads of State and
       Government of the European Union and the Community of Latin
       American and Caribbean States (Celac) met in Brussels to
       celebrate the Third Bi-regional Summit. Although the resumption
       of the Celac-EU dialogue took place in October 2022, with the
       Meeting of Foreign Ministers of both blocs, the fact that a
       meeting was held again at the highest political level generated
       expectations regarding the results. and advances that could
       arise from the Summit. But if the meeting between the EU and
       Celac, under the pro tempore Presidencyby Ralph Gonsalves,
       President of Saint Vincent and the Grenadines, allowed an
       exchange of ideas and perspectives between both regions, the
       conclave also showed a palpable lack of tangible agreements and
       projects and highlighted the different concerns that prevail in
       both regions.

       Caribbean can be explained by a series
       of systemic factors that have been limiting the room for
       maneuver of the Old Continent in international matters: (1) the
       decline of Europe as a global power - expressed, among other
       things , in a decrease in its economic and military power-; (2)
       the advance of China and its dispute with the United States; (3)
       The war in Ukraine and (4) the energy and digital transition
       processes.

       In Latin America, however, issues such as the Russian invasion
       of Ukraine or the Chinese advance do not arouse the same concern
       as in Europe. The region's leaders are focused on domestic
       issues, such as institutional stability, economic inequality and
       the increase in citizen insecurity. In any case, although Latin
       America does not have its sights set on global power games, it
       does observe carefully the way in which these processes can
       affect commodity prices .and what markets can be opened for
       Latin American countries. Even so, the point of greatest
       convergence between both regions is probably found in the
       adverse effects of climate change and environmental degradation,
       an issue that took center stage in the final declaration of the
       Summit.
