Ruth 3:11-12 King James Version (KJV)
11 And now, my daughter, fear not; I will do to thee all that
thou requirest: for all the city of my people doth know that
       thou art a virtuous woman.
12 And now it is true that I am thy near kinsman: howbeit there
is a kinsman nearer than I.
Ruth 3:11-12 New Life Version (NLV)
11 Now my daughter, do not be afraid. I will do for you whatever
you ask. For all my people in the city know that you are a good
woman. 12 It is true that I am of your family. But there is one
       closer than I.

These are my thoughts, please share yours.
11 Boaz as willing to help her but as a righteous man he has to
do things the righteous way. Ruth had gained a good reputation
and Boaz knew that God would favor their marriage when we guys
look for a wife that is something we should consider deeply.
12 Boaz was not the next of kin so it was not for him to marry
her without asking the next of kin wasn’t willing to marry her
otherwise they would have already but Boaz still has to ask
       permission.
