       Why are angels called Watchers?

       This is speculative, and I leave it to you all and your
       theories.   I will tell you mine below.
       God created angels long before man.   They had the firstfruits
       of God's abundance of gifts, great strength, great power, great
       intellect, great wisdom, the list is probably endless in matters
       we have so little knowledge of.   Never the less, I believe God
       gave them choice the same as us, and that the original satan,
       was an angel with great power, greater than most of his
       brethern, who through pride, thought himself as powerful as God.
       Pride started growing in the angels, and becoming more of a
       problem.    So.... God began a special project, to help the
       angels to realize that their powers were not as powerful as they
       thought, and God called this project Eden.   He created man, and
       called the angels, and ensured those with more pride attended,
       and told these angels, all whom were curious, and those jealous
       of any new power so that they could learn it and wield it... to
       watch us.... yes, angels watching over us, to learn about this
       new special project.   The purpose of man was twofold, first of
       all, to create more, to be a part of His glorious creation, and
       from some of them increase the goodness of the universe, and the
       second, to impart the lesson that power and pride that goes with
       it can hinder us more than help us.   God made us lower than the
       angels in nearly everthing but one, the power of meekness, and
       humbleness.   Those same things that our Jesus exemplified in
       His time on this earth.   Scripture says that it is in weakness
       that we become strong, through Him.   That is something the
       powerful angels needed to learn.   Some never did, I believe
       that two thirds of them did though.   The war in heaven was not
       a one time incident, not a battle, but a war fought over time
       with the end result being one third being of the fallen...
       falling to earth... and perhaps other planets, other earths,
       other sentient life.   Those who just watched without
       intervening grew wiser and more humble, those who didnt, fell
       prey to the trap of pride and self glory.
       That is my feeling on the matter, if you have any theories, I
       would enjoy hearing them.

       It's not that clear to me either.   The term appears only three
       times in the Bible, and that's in Daniel which is in Aramaic.
       All three times the  term "holy one" is also used.   It's not
       clear to me that "a watcher and an holy one" is the right
       translation.  It could read, "a wakeful holy one".   But verse
       14 seems to have two types of being -- but that could poetic.
       Dan 4:13 I saw in the visions of my head upon my bed, and,
       behold, a watcher  and an holy one came down from heaven;
       Dan 4:17 This matter is by the decree of the watchers, and the
       demand by the word of the holy ones: to the intent that the
       living may know that the most High ruleth in the kingdom of men,
       and giveth it to whomsoever he will, and setteth up over it the
       basest of men.
       Dan 4:23 And whereas the king saw a watcher  and an holy one
       coming down from heaven, and saying, Hew the tree down, and
       destroy it; yet leave the stump of the roots thereof in the
       earth, even with a band of iron and brass, in the tender grass
       of the field; and let it be wet with the dew of heaven, and let
       his portion be with the beasts of the field, till seven times
       pass over him;
       It may be possible that their role is to observe,  draw
       conclusions and make recommendations but not to act on their
       own.
       Their role  may be similar to the Levites who kept watch in the
       Temple.

       I went ahead and posted the portion you speak of, for those
       interested in the context.
       I agree with your statement,

       Dan 4:13-23   American standard version
       13 I saw in the visions of my head upon my bed, and, behold, a
       watcher and a holy one came down from heaven.
       14 He cried aloud, and said thus, Hew down the tree, and cut off
       its branches, shake off its leaves, and scatter its fruit: let
       the beasts get away from under it, and the fowls from its
       branches.
       15 Nevertheless leave the stump of its roots in the earth, even
       with a band of iron and brass, in the tender grass of the field;
       and let it be wet with the dew of heaven: and let his portion be
       with the beasts in the grass of the earth:
       16 let his heart be changed from man's, and let a beast's heart
       be given unto him; and let seven times pass over him.
       17 The sentence is by the decree of the watchers, and the demand
       by the word of the holy ones; to the intent that the living may
       know that the Most High ruleth in the kingdom of men, and giveth
       it to whomsoever he will, and setteth up over it the lowest of
       men.
       18 This dream I, king Nebuchadnezzar, have seen; and thou, O
       Belteshazzar, declare the interpretation, forasmuch as all the
       wise men of my kingdom are not able to make known unto me the
       interpretation; but thou art able; for the spirit of the holy
       gods is in thee.
       19 Then Daniel, whose name was Belteshazzar, was stricken dumb
       for a while, and his thoughts troubled him. The king answered
       and said, Belteshazzar, let not the dream, or the
       interpretation, trouble thee. Belteshazzar answered and said, My
       lord, the dream be to them that hate thee, and the
       interpretation thereof to thine adversaries.
       20 The tree that thou sawest, which grew, and was strong, whose
       height reached unto heaven, and the sight thereof to all the
       earth;
       21 whose leaves were fair, and the fruit thereof much, and in it
       was food for all; under which the beasts of the field dwelt, and
       upon whose branches the birds of the heavens had their
       habitation:
       22 it is thou, O king, that art grown and become strong; for thy
       greatness is grown, and reacheth unto heaven, and thy dominion
