Added a new board - that only admin can see.

There has been the constant issue and worry of deleting topics
or replies - what happens to them? What if I need them for
something later? Well, fear no more, my children. I finally
learned how to choose out a board for topics and replies to be
recycled in. That is where deleted posts will go!
Why I only set it so only admins could see it? Well, if made
open to the public, then there might be quarrels as admins have
the right to delete another's post if they deem it unsafe, or if
it's in an official thread.
That said, official threads are wanted to be kept neat,
everyone! The fact that this little want has been ignored as of
late, it pushed me to figure this out. Official threads, like
those in the bookshelf or poll threads that decide the fate of
some signboards, are not to be chatted in. No ifs, ands, or buts
about it. If you wanna ask something, go to the help den. If you
want to express happiness for a certain thing, go to spam, chat,
or virtually anywhere else.
Keep main and official threads clean of chatter. That's what I'm
trying to say. Also know that I'm directing this towards myself
as well. Everyone is at fault.
I may or may not go through official threads and delete chatter
posts. I shrug to that.
