Thanks Boris - I thought you were the most likely person to have
seen him in action. The best evidence would be a picture of him
in the middle - that's likely to be hard to find although one
will probably be found one day.

F Phipps was a regular in West Yorks/Lancs.
It does look quite like him-very often he sported a short
       moustache.

At the risk of going off at a tangent I am intrigued by the
concept of a short moustache. Is this a moustache à la Hitler
or couple of days' forgetfulness with regard to the top lip?

Here is a very nice pre-match picture from a Villa-Everton game
       in 1988:
       [attachimg=1]
The referee went on to have a very notable career on and off the
pitch and I'm sure will be readily recognised by many people. As
with the previous picture though my interest is more in the
linesman. If the programme details are correct he would have
been Jeff (JG) Smith of Stafford. He was appointed to the
Referees List for 1991 but it seems had the unfortunate
distinction of never refereeing a game - he was appointed to a
Rochdale-York game but was replaced by John Lloyd and ultimately
did not appear in the FL middle, apparently due to injury.
Again it's unlikely anyone came across Jeff Smith in his
refereeing career but if anyone did they might be able to
confirm if the pictured linesman was him.

The ref looks like Philip Don to me and if I hadn't been told
otherwise, I would have said that linesman Jeff Smith was in
fact tennis player Tim Henman. Perhaps that's why he
       disappeared from the football scene!

A picture below from 1980. Norwich are clearly one of the teams
but who are the opponents and the referee?
       [attachimg=1]
The referee does have a familiar look about him. The game might
be a pre-season friendly which could explain the thin
attendance. I wondered if the opponents might be Colchester
(similar strip) but the stadium with its red seats doesn't fit
       either team.

       Roger Dilkes?
       (No idea about the opposition)

I don't recall Roger Dilkes ever unbearded as a referee. This
referee appears to be carrying a fair bit of timber but he rings
no bells at all for me. Note to Lino with orange flag; a hand in
the pocket looks incredibly sloppy and unprofessional. In his
defence, he might have been pulling out a handkerchief or
replacing a coin at the moment the photograph was taken but it
       certainly doesn't look good.

To return to F.Phipps.I certainly didn't see him referee, but saw
him on the line many times. His moustache was not as Herr
       Shicklegruber but just a normal [?]growth[digging a pit here]as
opposed to a twirly growth et al.
He always was designated as from Upton, near Chester, although
they are virtually the same place.
       As a linesman,usually good-up with play etc.

I can't help with the ref but this picture appears on the front
of a programme on ebay for the Norwich v Shrewsbury League Cup
tie 2nd rd 2nd leg, played at Carrow Road on 3rd Sept 1980. I
think it can be assumed that the picture was taken before the
start of the 1st leg tie played on 26th Aug 1980 which might
explain the paucity of the crowd and the red seats. A West
Midlands ref such as Civil or Hamil (but not Seville) could fit
the profile but no idea who.

Didn't Shrewsbury play in yellow and blue in those days ?
