Laws of the game!

No. I get my referees to manage the game using common sense and
not looking for problems as God knows problems find referees

It is stated (relatively) clearly that there are instances where
if the ball hits the attacking player in the penalty area and
goes in then the goal should stand. Therefore, common sense
suggests that it would be quite wrong and problematic to
disallow any goal scored in this scenario - and certainly if the
game was being assessed the referee would be likely to be marked
down and if VAR was in play they might well find the decision
corrected.

Does this scenario only apply to goal kicks or does it include
free kicks to the defending team where the ball also has to
leave the penalty area to be in play?

Absolutely no ambiguity at all. For me the law is crystal
clear...
If, when a goal kick is taken, any opponents are inside the
penalty area because
they did not have time to leave, the referee allows play to
continue. If an
opponent who is in the penalty area when the goal kick is taken,
or enters the
penalty area before the ball is in play, touches or challenges
for the ball before
it is in play, the goal kick is retaken
So if the attacker is in the penalty area then we carry on.
However, if they challenge or touch the ball then retake.
Scally Bob.... Either your mate was given wrong information or
he misunderstood the question. The law would indicate (In the
example you provided) the goal should not stand.

It was stated earlier in the thread that the ball is in play
when it is kicked and clearly moves.
Hence if an attacker is in the penalty area because they don't
have time to leave and the ball is in play because the
goalkeeper has kicked it and it has clearly moved then if the
ball hits the attacker and goes in the goal should count?

No the goal would not count.
The comments I posted earlier are from the laws of the game....
If, when a goal kick is taken, any opponents are inside the
penalty area because
they did not have time to leave, the referee allows play to
continue. If an
opponent who is in the penalty area when the goal kick is taken,
or enters the
penalty area before the ball is in play, touches or challenges
for the ball before
it is in play, the goal kick is retaken
So yes the ball is in play when kicked. So yes, keep going if
an attacker is in the penalty area (as the defence have taken a
quick one).
But NO it is not a goal if the same attacker (who was in the
Penalty Area when ball kicked) challenges for the ball and the
goal is scored.

Why not?
You have said that if an attacker doesn't have time to leave the
penalty area then play continues.
You have also said that an attacking player in the penalty
area/entering the penalty area is not allowed to challenge for
or touch the ball BEFORE it is in play - you have said the ball
is in play when it is kicked.
It therefore sounds like sequence of events is:
1. Goal kick is taken and ball moves = ball is in play
2.Attacking player did not have time to leave penalty area =
play should continue
3. As per 1 and 2, if ball goes to attacker in penalty area then
ball is in play and play should be allowed to continue.
Therefore, a goal should stand if resulting from this?

I can imagine the meeting of the law makers... "lets clear up
Law 16 so its less confusing!!!". Ha ha.
You say...#

Surely the goal cannot be allowed as the law states...
If an opponent who is in the penalty area when the goal kick is
taken, or enters the penalty area before the ball is in play,
touches or challenges for the ball before it is in play, the
goal kick is retaken
How can we allow the goal? Is the law not clarifying this?
This is my understanding anyway.
