Law 16: The Goal Kick

A newly-promoted friend went to the Level 3 Conference where he
had to take a LOTG test. One of the questions was regarding a
goal kick (I’m paraphrasing here) where an attacking player
inside the penalty area when a goal kick is taken but not
challenging for the ball and not looking in the direction of the
ball suddenly either becomes aware that the ball is in play and
challenges for it or it’s played and hits him but either way it
goes into the goal. What do you give?
Law 16 states:
until the ball is in play
That’s not new, it was there last season. My mate said retake
but was told he was wrong and the goal stands. I just can’t
reconcile that and trying to sell that decision in a game isn’t
likely to end well.
Any opinions?

Law 16 also says:
If, when a goal kick is taken, any opponents are inside the
penalty area because they did not have time to leave, the
referee allows play to continue
So, in the situation you describe, the goal should stand.

The Law says an attacker can’t be in the penalty area and also
says if he/she hasn’t had time to leave he/she can. That’s
ambiguous and open to interpretation and abuse. Who decides if
the attacker had time to leave? As we’re supposed to apply Law
“in the spirit of the game” surely gaining an advantage by being
inside the penalty area shouldn’t be acceptable.

Agree. If the Law says "must" rather than "should" surely you
can't have a further bit of the Law that says "when it says must
it really means not necessarily".
Which idiots draft and approve such wordings ?

Isn't it just a bit like a free kick where opposing players are
meant to be at least 10 yards away but if the kick is taken
quickly and they happen to be closer than that and it hits them
then play tends to be allowed to carry on.

The new law change is bizarre. The ball is in play when it is
kicked and clearly moves. If an attacker challenges for the ball
before it is in play it is retaken, presumably that split second
prior to kicking it. Am I missing something? Obviously I don’t
have the education of a School housemaster who approved such
wording!

I would say that if the defending team takes the goal kick
quickly and the attacker is still inside the area (as long as he
isn't extracting the urine by taking ages to leave it) then
that's on them for taking it quickly!

Don't worry about it, VAR can intervene and decide the outcome
----ooh----of course this would only be possible at the top
level ---would it intervene anyway or ...............would it be
down to the onfield officials to decide and no doubt get abuse
from the many fans who have no idea that the Law has changed?

It might be my decision as to whether an attacker had time to
leave the penalty area but what if the Observer disagrees?
In none of the pre-season games I’ve done (all Contrib teams)
has any team really changed the way they take goal kicks from
last season so it hasn’t been an issue so far. It’s going to
happen though.

I would use the Duck Rule- if it looks like a duck and quacks
like a duck it's a duck. People players and spectators are
expecting a retake for the player being in the PA. give the
retake of the goal kick.
