An over-simplification on my part, no doubt, but I often have
the feeling that referees are trained OUT of good habits the
higher they progress.

Hallam is doing well, very well but his threshold for a foul
tackle is quite high. Maybe too high based on my gut feeling
watching him. This might bite him later on but there again, who
really truly understands what a foul tackle is these days? I
don't.

I suspect Farai Hallam has set the bar at the level his bosses
have encouraged him to set it.

I would say Hallam would already be SG1 in the eyes of the
powers that be. A short term injury like Smith got wouldn't
derail his progress much. Hallam has the potential to get to the
very top domestically and long term overseas hopefully whereas
the likes of Smith would be more run of the mill PL ref like
Bramall, Bankes, Hooper, etc
