If the restart is a free kick then there are two opposition
players too close, and so I would disallow it, but it’s a long
time since I refereed other than from the stands.

That isn't really supported by the law.
If, when a free kick is taken, an opponent is closer to the ball
than the required distance, the kick is retaken unless the
advantage can be applied; but if a player
takes a free kick quickly and an opponent who is less than 9.15
m (10 yds) from the ball intercepts it, the referee allows play
to continue. However, an opponent
who deliberately prevents a free kick being taken quickly must
be cautioned for delaying the restart of play.
The opponents didn't prevent the free kick being taken, it is
just a lack of awareness from the taker as to where the
opponents are.

As I said, it’s a long time, but what a dogs dinner of a rule.
What happens if a player refuses to take a free kick because
there is a player within 9.5 metres ?

The player would be within their rights to request the
opposition player is the required distance away

If it was only the player walking back who intercepts it who was
there, I wouldn't have a problem with it. It's the player
intentionally stood directly in front of the kicker, trying to
delay or prevent a short or quick kick being taken that I have
the issue with. No goal, retake kick IMO.
