Is it not still the club responsibility to provide the boards
       already filled in?

       Probably isnt but should be.
Are they still handing written notes to the 4th official in this
       day and age?

I thought that too, but seemingly it was only a COVID thing.
Although they still do it in European competitions.

Made me think that tech has moved on a lot since electric boards
started. Surely even an iPad / tablet used by teams and info
comes up on big screen? Then do away with board altogether, as
time added could be done easier too?

Agree, in the days of AI it could all be automated. Even as
simple as the 4th official speaking and the board automatically
puts the numbers up they spoke.

“Liverpool head coach Andoni Iraola has questioned the
professionalism of the fourth official in his side’s 2-2 draw
with Nottingham Forest on Saturday because of the length of time
it took to input the correct shirt numbers into the
       substitutions board.
Iraola had been attempting to introduce three players shortly
before a controversial penalty was awarded on 70 minutes when
goalkeeper Alisson brought down Forest’s Neco Williams inside
the box after a quick throw-in.
He was angry at the time it had taken to process the planned
changes as fourth official Tim Robinson was unable to flash up
the substitutes’ numbers due to a malfunctioning electronic
       board.”

How on earth does a malfunctioning board constitute a lack of
professionalism? What utter nonsense from the Liverpool Manager.

It does certainly look borderline on the throw. Not sure of
       whether VAR can intervene.
Graham Scott had his say on the substitution issue. Read down
       the chain…..

Just found this video which suggests the throw was OK.
