The offence isn't 'deception of a match official' it is
'successful deception of a match official'. That shouldn't
happen in the premier league because of VAR. I'm not really sure
West Brom can be considered a 'lesser club' among those in the
       EFL.

So every time a player deliberating handles the ball but isn’t
penalised, we giving a two game ban ?
Every time a player appeals for, and wins a corner even though
they know they played the ball last we giving a two game ban ?
Every time a player goes down holding his face, wins a free
kick, but TV shows no contact we giving a two game ban ?

Agree with Mac’s comments, a real grey area. What if it’s an
accidental handball but the scorer runs off celebrating - or if
he holds his head/face to try and feign pain?
It’s subjective whether this was deliberate and they’ll be much
       murkier instances in my opinion.
Shoe’s comment about VAR is correct but on the other side, a lot
of League One and downwards games have very limited camera
coverage so it’d be a lot harder to prove. Is this going to be a
       Championship only issue?

It does feel like a very strange decision, in effect the FA are
saying that if a player illegally scores a goal they should tell
the referee and own up. Very few players, if any, are going to
do that, they'd rather take the 2 game suspension and keep the
goal. If he'd made a really obvious arm movement to score I
could understand more, but he didn't really and just misjudged
       the ball after a deflection.
