Shoot Out Change

The Times reports that FIFA wants to have just one coin toss
before penalty shootouts and not two. It now faces a race
against time to push through the new legislation, with the next
stage of the tournament scheduled to begin on Sunday.
FIFA believes that having one coin toss would make penalty
shootouts fairer. Previously, there would be two tosses. The
winner of each toss would get to choose which team takes the
first penalty and then which end the penalty shootout will take
place. In the new proposals, the winner of the coin flip will
only get to choose one option.

Why on earth can they not just leave things alone?!
If The Times report is as stated, it’s not correct. Neither team
is involved in the decision on which end the penalty shootout is
taken and don’t get a choice:
Unless there are other considerations (e.g. ground conditions,
safety etc.), the referee tosses a coin to decide the goal at
which the kicks will be taken, which may only be changed for
safety reasons or if the goal or playing surface becomes
unusable.
The referee assigns heads one end and tails another and neither
team wins or loses the toss.

hi,
seems sensible and fairer - i'm all for it and hope it gets
approved before the round of 32 - mind you, knowing infantino
and the main host, i wouldn't be at all surprised if trump
doesn't appear on the 'head' side [emoji37]
btw: are shootouts scheduled to be 'abab' or 'abba' for this WC?

You're correct, but I think the implication is that it's unfair
that the team that get the shootout in front of their supporters
(universally considered to be an advantage) should then also win
toss and get to choose to go first (usually seen as an
advantage) or second according to their own preference.

I believe ABBA has been scrapped full stop, so it will be ABAB

While I agree the change makes it fairer , Sorry but I just
don’t get why they have to change or come up with new rules
during the tournament , surely any changes or new rules should
be made clear before the tournament starts to avoid giving the
impression to conspiracy theories or question the integrity of
the competition
