Observers

A question I asked last week might have got lost in my
accustomed verbiage, so I will ask it again separately here.
Do we know who the observers are for the matches? Or are there
no observers in the stands any more, with assessments just done
from the video footage?

I would imagine a mix of FIFA instructors, heads of refereeing
from each continent and trusted FIFA assessors.
Is HM Webb out there?
