When I took a referees exam (40+ years ago) I THINK this was a
technical offence attracting a caution and an indirect free
kick, but not a handball offence.
That may not be the case now (or then, if my memory is playing
tricks!).

Without reviewing the LOTG, I’d say a caution for both players
but restart with a corner? I’m sure it says something like
“allow play to continue but caution both players at the next
stoppage”

Could we argue that he hasn't changed places yet because he's
not actually dressed as the keeper in a distinguishable kit, so
is just an outfield player without a shirt on? 😉

Similar happened in a game I played in around 25 years ago, the
other team changed. We didn’t shoot (we rarely did!) but the
keeper with no shirt on picked up a through ball. Ref gave us a
pen, no cards.
