Turkey v Northern Ireland - Alexandra Collin

Turkey player handles the ball on the line, penalty awarded but
no dismissal.
From the restart the same lady scores the winning goal
I reckon this lady will not be officiating at international
level for a while.

The ball comes off the attacker's arm, so as far as the LotG are
concerned, the handball on the goal line has not denied a goal,
so no sending off offence has been committed. From the camera
angle behind the goal line I think there is also a doubt whether
the ball was actually going in - it looks like it may have been
hitting the post instead.
We'll probably never hear anything official as to why the
referee went yellow rather than red; we don't know if any of the
match officials saw the touch off the attacker's arm, and I
don't think any of them would have had a good enough angle to
say with any level of confidence that the ball wasn't going in.
I only hope that the caution wasn't because the referee deemed
the handling an "unnaturally bigger" offence rather than
deliberate - that's the only way the decision would be incorrect
IMO.

From the highlights on the link attached, the ball looks to be
going in. However if the ball did come off the arm of the NI
attacker the no red card decision would be correct I imagine?
Saying that I doubt the referee saw that and has made the wrong
decision but inadvertently reached the right outcome. Definitely
an unusual situation either way

If the ball came off the attacker's arm, then was handled by a
defender and a penalty kick resulted - does this not just
perfectly illustrate how daft the handball law has become?
If the defender had let it go into the goal, the goal would not
have stood. Given that "offence" has already taken place, how
can a penalty kick then be awarded??
This is making my head hurt.

Because it only becomes an offence if the ball goes into the
goal. I do agree though it is flawed

The offence only occurs if the ball goes into the net.
It's not a novel element of Law - similar application would
occur if the ball was crossing the goal line from the defending
team's goal kick, free kick, corner, kick off, or by a throw in
(by either team), or from an attacking team's indirect free
kick, or if taken from a dropped ball restart.
If the ball goes into the net with no second touch - the restart
is by corner or goal kick. If handled on the line by a
defender, then penalty (and no red card no matter how deliberate
the handball might be).
