Stuart Attwell is quite overrated in my books. I don’t
particularly rate him at all and don’t think he’s very
consistent in performance level. Josh Smith has certainly been
overlooked for SG1 status in my opinion too.

Andrew Kitchen haven’t performed as well as they have done in
recent seasons. If that’s enough to say they’re overrated I’m
not certain. Sam Allison is also quite overrated too judging by
some of his appointments at times. No one at SG2 level jumps out
at me being underrated. Maybe Dean Whitestone who’s always been
a real safe operator at this level.

of but Sam Mulhall impressed me when I saw him at Gillingham
once. I don’t feel he gets a lot of L1/L2 games. Apart from him,
it’s quite difficult for me to judge the National List. From
memory, I’ve never had any issues with David Rock; I think he’s
a really good experienced official. I think it’s quite clear who
the appointing officers rate when it comes to championship
appearances. Reeves, Duckworth, Finnie, Speedie and Parsons all
seem well rated.

I am glad someone else has noticed David Rock because it seems
as if he has got some cracking appointments this season, and I
rarely hear any complaints about him.

I watched him live at Portman Road once which was Ipswich vs
Plymouth in I think 21/22 (we won 1-0) which was the first time
I’d heard of him and thought he was pretty good. It was around
this time when I started to be more interesting in refereeing
and after this game I was always pleased to see him on an
Ipswich game and we had quite a good record under him too.

I’m not sure on number of games but out of the newer officials,
Sam Mulhall is definitely one of the ones getting good
appointments - i’d say he’s on track to be in that next group
pushing for SG2 in the next couple of years.
In terms of overrated, I’ve never seen much out of Scott Oldham,
Alex Chilowicz, Sunny Gill or Ben Speedie - but other than
Speedie, these seem to have had their SG2 appointments reduced
compared to previous years.
Playoff appointments will be telling about whether our opinions
are shared by the bosses.

Speedie is another on my list. Very good player management and
control of games but KMI’s are a big weakness from what I’ve
seen of him

From the past I would say overrated Mike Riley
Under rated would be Tony Bates I would put him in the epitome
of safe hands bracket with Scott Matheison and Phil Crossley (
both who have been mentioned by a previous poster )
Currently overrated I would say Paul Tierney
Under rated I would say Tom Bramhall and Tony Harrington

Underrated in SG1:
Pawson, Bankes (he's become more established this season),
Hooper has also been underrated in seasons gone by. He reminds
me of a bit of Phil Dowd type of referee.
Overrated in SG1: Tierney and England definitely top this list
for me. Also Attwell and also, possibly creeping into this list
for me is Brooks.

By Underrated I mean do not get enough attention, are
over-punished on mistakes compared to others and dont get enough
appointments to bigger games.
By Overrated I mean shouldn't be on the FIFA list or shouldn't
be in SG1, both of which apply to most candidates here for me.
By Respected I mean they get the attention they deserve for now.
SG1
Underrated
Harrington
Salisbury
Bramall
Pawson
Overrated
England
Jones
Attwell
Tierney
Bond (pre disappearance form)
Respected
Oliver
Taylor
Kavanagh
Brooks
Hooper
Bankes
Madley (he doesn't really get big matches anymore, and hes
probably just about at the level for FIFA badge)
Robinson
Barrott
Gillett
Candidates who i think should replace the 5 Overrated officials
in SG1:
Hallam (also the FIFA list)
L Smith
J Smith
Kirk (also the FIFA list)
Webb/Kitchen
*id also give Bramall a FIFA badge.

If you were to bring those 5 officials in for the overrated ones
you say, I think that would make a very good SG1 cohort. A good
mix of world class officials, experience officials and the up
and coming talent.

"Phil Crossley was the epitome of " a safe pair of hands " Such
referees don't achieve stardom but their contribution to the
game is immense"
Was always a lovely day out with him. Always felt part of a team
