After Appeal Hearing, Portishead Town (finished 2nd) have been
demoted to Step 5 as they did not meet Ground Grading for Step
4, let alone Step 3.

My comment isn't intended to criticise anyone, because I don't
know how it works, but how have they been allowed to play a
season at step 4? I thought grounds were checked every year?

When teams in the non-league moved up a level, they will be
given a "grace period" to attain a required standard at the new
level, for example 31st of March of the following year.
Ignorance of the rules is no excuse.
