Because any time a decision in a totally unrelated game went
against a team their fans would be doing mental gymnastics to
link it back to them being a fan of a seemingly unrelated club,
probably.

I can't see Michael Salisbury ever refereeing Preston North End
over the last 10 seasons, as that's where he is from i think,
sounds like he could potentially be a PNE fan?
Tom Bramall has never officiated either Sheffield Utd or
Sheffield Wednesday so maybe safe to say he supports one of
these

Michael is from Penwortham, which is a Prenton postcode. So he
won’t be down to officiate Preston. No idea who he supports
though.

To a point. Take Banksey as an example. Everton fan, L postcode;
will never referee Liverpool.
Mike Dean had a CH postcode and couldn’t referee Liverpool or
Everton, then suddenly could.
The postcode thing is rather vague. I think Taylor & Kavangh are
probably the only ones who gets round this at the top.

postcode rule to 7/8 years to copy and paste each time someone

Everton fan unlikely to referee Liverpool because of the
rivalry, same as Michael Oliver, and Clatts in years gone by,
big Newcastle fans don't referee Sunderland. Nothing to do with
postcodes but common sense in relation to rivalries.
Keith Stroud could never referee AFCB when he had a Dorset
postcode and it wasn't even a BH one, he was allowed to do pitch
assessments inspections if needed in bad/snowy weather and that
was it, then he moved to a Hampshire postcode, lived much closer
to Dean Court than when living in Dorset and was allowed to
referee us. It was a ridiculous rule so quite rightly binned in
2018.
The reason Mike Dean could suddenly referee Liverpool and
Everton was because the ridiculous postcode rule was rightly
binned.
