       “The Football Association have charged Preston North End head
       coach Paul Heckingbottom with misconduct.
       It's alleged that he acted in an improper manner and/or used
       abusive and/or insulting words towards a match official during
       the pre-match briefing at Watford last week”
       Very odd situation.. couple of questions if anyone could help me
       out please
       Could the referee not have red carded him, if not when’s the
       earliest a card can be given?
       Also how on earth has he managed to say something abusive during
       the pre match briefing. Anybody got any similar experiences of
       their own?

       A referee won't be present for a pre-match briefing as they tend
       to be done the day before & the referee turning up at the game
       the day after can't red card him for something he has said the
       day before.

       Fair enough. I assumed the pre match briefing referred to the
       handing over of the team sheets

       Law 5: The Referee - Powers & Duties
       The referee:
       - has the authority to take disciplinary action from entering
       the field of play for the pre-match inspection until leaving the
       field of play after the match ends (including penalties (penalty
       shoot-out)). If, before entering the field of play at the start
       of the match, a player commits a sending-off offence, the
       referee has the authority to prevent the player taking part in
       the match (see Law 3.6); the referee will report any other
       misconduct
       - takes action against team officials who fail to act in a
       responsible manner and warns or shows a yellow card for a
       caution or a red card for a sending-off from the field of play
       and its immediate surrounds, including the technical area; if
       the offender cannot be identified, the senior coach present in
       the technical area will receive the sanction. A medical team
       official who commits a sending-off offence may remain if the
       team has no other medical person available, and act if a player
       needs medical attention
       I think bmb is detailing the process on UEFA games. This being a
       EFL Championship game, the pre match briefing will take place on
       the day and at least 60 minutes before kick off. It has to be
       attended by both the captain and manager / head coach of each
       team. It usually takes place 75 minutes before kick off with the
       team sheet exchange
       The referee won’t have been able to show a red card for
       something that happened at the pre match briefing. A misconduct
       report is the right course of action. Whether the referee can
       prevent the team official from occupying the technical area is
       not clear. The laws are clear for players, but not for team
       officials.
       Unless written reasons for a decision are published, we may not
       know exactly what was said. Possible something from a previous
       match that the referee has officiated has been raised /
       commented on. For example, the referee says something about
       expectations of behaviour and a manager kicks off about “you
       said that last time but…” and adds some extreme words in.

       I’m thinking of the pre-match press briefing done the day before
       just to be clear so accept I might have thought about the wrong
       briefing!
