Big problem in rugby with referee’s interpretation of head conta

Did anyone see Leinster dragons in the urc.
76 min dragons 7 down on the Leinster try line and there’s a
shoulder to head by Leinster 7(who’s already had a yellow). Tmo
calls ref to review and somehow ref says no foul play.
Assistant looked gobsmacked when he said it but then started
       agreeing with him.
A different ref calls that as a red card

Nigel Owens has slated the system in an article just published.
He feels that TMO gets too involved and should only get involved
in goal line decisions and acts of foul play. The bunker review
system isn't working, decisions are inconsistent with too many
possible outcomes for head contact. Penalty only, yellow card,
20 minute red card, permanent exclusion.
His main targets are players and coaches. Tackle techniques are
poor and must be improved. Introduce 6 match bans, get the
       message home.
What I liked in the Sale game last night was when Woodthorpe
issue a yellow to Tom Curry for a hit (shoulder charge)
masquerading as a tackle. One arm was raised for a wrap but the
other was down across his chest and it was that side / shoulder
       which hit the Exeter player.
Rugby has some problems to resolve.

I’m not a great rugby follower but I do know that a shoulder to
head is an immediate red card.
I thought the TMO review system was far superior to VAR is in
soccer…. Clearly they have erroneous goofs too in rugger.
