Clarification of rule

In a recent match, the two teams both had a player who needed to
leave the pitch for 30 seconds having received treatment. The
'other team' decided to substitute their injured player. There
were two possible ways to deal with this fairly in my mind.
Either delay the substitution until after the 30 seconds had
elapsed, or preferably, allow the substitution but prevent the
substitute from entering the pitch until the 30 second 'penalty'
had elapsed. In reality, the referee allowed the substitution to
take place immediately. That meant that 'we' played for 30
seconds with 10 players whereas the opponents had 11 players
throughout. Was that right and if so, why can't the rule be
changed to make it fairer?

Its no different to where a team substitute a player who has
received treatment. The replacement player has always been
allowed to come on before play restarts even though the injured
player he was replacing would have needed to be off the pitch
when play restarted.

We had a strange situation at Crewe v Donnies last Saturday. A
Doncaster player went to ground close to the Away Stand and,
having stopped play, Neil Hair signalled to the player to leave
the pitch at the touchline in front of the away fans and on the
opposite side to the Donnies physios. Rather reluctantly the
player did as he was told and Neil then restarted the game
without allowing the physios to come on and accompany the player
to the touchline. As a result, the player was left on his own
and without any support from the Donnies dugout. He recovered
pdq which may be what Neil had in mind but I couldn't help but
feel that Neil was wrong to require the player to leave the
pitch without any support from the physios..

PGMO head injury protocol this season is that where there is a
suspected head injury, play must stop and physio's must
immediately be signalled.
Even if the physio's don't enter the FOP, the player must still
leave for 30 seconds.
The physio's could have gone across the FOP for quickness during
the incident or round the pitch afterwards and during the 30
seconds if there was a concern for welfare.
It has happened a few times this season whereby players go down
holding their heads despite no head injury occuring.
I believe if a referee can be absolute certain this "play
acting" they can issue a caution too
