Shocking this keeps happening, referees at that level have zero
excuse for not knowing the laws. All three officials will no
doubt be getting a three week holiday.

They definitely all 3 deserve a 2/3 week suspension, but I would
go as far as a full 60 days off:
It just shows as I have been saying for sometime the. New
officials coming through do not know the Bowie law of the game
that they are meant to be acting as judge and jury on. It’s a
sad indictment of the current times and the poor quality of
officials there are in this day and age.

I completely agree. This, or something like it, happens every
year, and it’s simply unacceptable. That said, the outraged
club could have avoided the situation if they had taken the
trouble to learn the Laws.

The Referee would be a level 4 whereas the Assistants would be
between level 5-7.
This is a basic aspect of the Law that they should know. There
won't be any repercussion for them especially the Assistants
because of shortage of Officials at grassroots level.
To replay the whole match is unjust in my opinion.

It’s an error in law so I can understand the decision to replay.
And referees should know better.
That said a couple of things come to mind;
Firstly this is a pretty rare thing to happen so it’s likely a
brain fart from the officials. They correctly identified that
the team needs to nominate a player to not take a kick, not
thinking through the implications of that player being the
keeper.
Secondly, it’s not clear in the article but 4-3 on penalties
implies that not all players were used on either side? So it
feels pretty harsh to me to replay the game - effectively the
team who didn’t have a player dismissed are punished for playing
a player who hasn’t been sent off. It feels harsh

Going by promotion lists that have been posted online in the
past, the referee is in his third season at L4, while both ARs
have been promoted to L4 in the past.

Very unlikely that the officials won't face any repercussions
IMO, especially given the media coverage it's getting. The
referee is ultimately responsible for the error in law
happening, and unless the ARs had tried to tell the referee at
the time that he was incorrect and he ignored them, they would
ordinarily be charged too.

100% agree - the club's statement pinning the blame solely on
the referee is laughable.

Could they not have simply replayed the "kicks from the penalty
mark" (as it used to be called!) bit?
