Looks like the defender had a handful of the attacker’s shirt.
You’re always taking a risk when you do that in the penalty box.

I don't think it looks like a penalty, but if you grab hold of
an attacker's shirt you give the referee a decision to make.
Keep your hands to yourself and that decision isn't there to
make.
