       > The Crystal Palace disallowed goal is very similar to a goal
Chelsea scored against Bournemouth last season where Cucurella
was too close to the wall and VAR didn't intervene. Dale Johnson
said at the time he'd confirmed with IFAB when the law was
brought in that this particular law was not in VAR's remit. I
thought that seemed silly as the VAR protocol allows VAR to get
involved in offences leading up to a goal, which this surely is.
So I also emailed IFAB to confirm and got this response:
       >
       > "This is not a matter for the VAR as the protocol does not
permit involvement in the taking of restarts except in major Law
error incidents such as a goal being scored directly from a
       throw-in or indirect free kick."
       >
       > If VAR wasn't allowed to get involved last season, why are
they this season? Has the protocol changed or has someone got it
wrong either this time or last time?

       --- End Quote ---
I can only assume they misunderstood your question. The only
restriction in the VAR protocol in relating to restarts is this
       ...
The Laws of the Game do not allow restart decisions (corner
kicks, throw-ins etc.) to be changed once play has restarted,
       so they cannot be reviewed
That means if the officials have given a corner when it should
have been a goal kick and a goal is scored from it VAR cannot
       get involved.
It also lists this as a category for which VAR are permitted to
       get involved in ...
attacking team offence in the build-up to or scoring of the
       goal (handball, foul, offside etc.)
Guehi was a member of the attacking team, clearly committed an
office, and a goal was scored. Therefore it absolutely matches
       that permitted involvement criteria.
       [/quote]
This I also believe to be true on the basis of the ‘incorrect’
placement of a free kick in a recent season which resulted in a
goal because the wall was then in the wrong place.
VAR doesn’t get involved in restarts.
I presume it wouldn’t get involved in a foul throw or a moving
ball at a free kick for instance.
However, today’s example is an infraction that occurs after the
restart, even if it’s basically instantaneously.

They did not misunderstand my question because they gave the
same answer to me that they gave to Dale Johnson which, as I
said, he specifically clarified with them when the 1m law was
brought in, so there wouldn't have been any confusion as to
which law he was referring to.
       My question was:
"I was wondering whether you could clarify whether an attacking
player being within 1m of the defensive wall at a free kick
which is scored is within the remit of a VAR to check and
recommend the disallowing of the goal for the offence."
I have now gone back to them for further clarification.

No idea then, but the protocol couldn't be any more clear that
       it is withing scope.
Perhaps Lord Elleray was on holiday and you got the trainee.

I think I saw 4/5 YCs given and to me they were all nailed on.
But then perhaps I’m a tad biased as I’m of the belief in
general that ‘game management’ in English football usually means
ignoring YC offences, offering warnings with fairly weak body
language, and hope for the best.
I don’t mind game management to avoid cautions but look at Symon
Marciniak, Clément Turpin, Istvan Kovacs, Cuneyt Cakir, Bjorn
Kuipers, Felix Brych, Viktor Kassai etc. (I’d also add Howard
Webb!) all referees with different styles but to me all
extremely effective man managers in terms of getting a message
across to players and fans in one way or another. So in that
sense I would agree about Darren England and most EPL referees,
there is a certain robotic element to player interactions IMHO,
however, I felt Mr. England could do nothing to avoid issuing
       the cautions he did today.

Sadly becoming the fashion with FIFA too - ‘management’ = just
ignore everything as long as possible then start carding later
for the same things. I think teams/coaches are getting wise to
it in tournaments , gambling you can get away with certain
things in the first half. The ‘warning’ may be more theatrical,
but it amounts to the same thing, a freebie. Why not let refs
relax and just ref what’s in front of them - don’t go looking
for stuff, but a clear YC is a YC ….
