Unlucky referees

Seeing David Webb’s appointment to the hugely
Significant championship clash on Monday night got me thinking.
Webb has been a solid efl ref for a long time, is highly
regarded in the championship and has had many top appointments
including the FA Youth Cup final. Somehow, he has never been
given a chance in the PL and I reckon, with the current
direction of travel, he never will. My question is are there any
other refs you feel have been unlucky not to step up to the PL?
For me, 3 more spring to mind:
* Dean Whitestone
* James Linington (when he was less injury prone)
* Michael Naylor (before injury brought a premature end to his
career)

I know he is still developing and this could be a rogue shout
but I think Josh Smith is unlucky to not get more PL Games under
his belt. I think he is a really promising referee that will
100% get a promotion in the future but he needs more PL
gametime.
Not saying he should get a game every week, but at least every
few weeks.

At one level down, I feel that Charles Breakspear has been
extremely unfortunate not to have been promoted to SG2, unless
of course he has voluntarily declined such a promotion.
Yes, quite why Graham Scott, Darren Bond and Michael Salisbury
got to SG1 and David Webb hasn't is a mystery to those of us
with less understanding of how the system works.

I don't watch much football below the EPL, however, the 2/3
times I have seen Charles Breakspear referee I thought he was
superb. Perhaps, a tad too strict for the style the PGMOL
favors?

I think there are some referees in SG1 that are taking up
valuable spots for promising referees. Referees such as
Robinson, Bond, Salisbury should go down to SG2, obviously
getting the occasional PL games, and instead promote people such
as Webb, for example. I also think Lewis Smith is edging closer
to an SG1 spot as he is developing wonderfully.
I wouldn't be surprised if Graham Scott retires at the end of
the season, which could free up a spot.

We know with Dean Whitestone that it was work related, he didn't
want to give up the role he had in the Met. He has now left the
Met but it's probably too late age wise. Maybe it's the same
with David Webb. Do we know what his other job is?

I think most of us would agree as to how the referees you’ve
mentioned above have been promoted to SG1. However, I don’t
think it’s that simple to just demote referees back to SG2. I
can’t imagine the PGMOL removing anyone from the SG1 cohort.
These referees can still yet develop into good PL refs.
Harrington is a good example of one whose promotion to SG1 is
questioned but is now a very safe pair of hands.
Maybe the more practical solution is to merge SG1 and SG2. I
know that’s quite an ask but considering both levels are full
time referees (apart from the SG2 assistants) then I’m sure the
SG2 standards would be raised if they worked with the prem
officials all the time. Like I said, this may be a very unlikely
scenario to happen but I would not be opposed to it. This
doesn’t mean you have to put SG2 refs on big prem games but then
from a larger selection of officials you can choose the best
referees in form. Could also lead to more VAR officials too

I think we've seen so far a good example of VAR Officials from
outside SG1. Donohue and Chilowicz. I think if they could choose
2-3 more officials to get VAR Trained, it could allow them to be
eased into on-field PL Duties.

Ross Joyce would have reached the Premier League if he didn’t
have his role with the FA. Been the best ref on the national
list for at least 5 years

We’re most likely going to have 2 open spots in sg1 at end of
season with coote and Graham scott(I assume).
Maybe even a 3rd if Tierney doesn’t return to onfield.
The 2 smiths and donohue are the pgmols top 3 candidates I would
say
