Inexcusable decision not to send off Joao Pedro for violent
conduct, Madley should have seen it, how VAR haven’t intervened
is unbelievable.

I am stunned that this was not an OFR yet….. I am somehow even
more stunned that Mark Clattenburg came in to say the player
could not be sent off as they didn’t make contact. He then went
on to say it is only violent conduct IN LAW if they make
contact. Well Mr Clattenburg if you read this forum here is a
quote from the Laws for you relating to VC to help you in the
future
Violent conduct
“Violent conduct is when a player uses or attempts to use
excessive force or brutality against an opponent when not
challenging for the ball, or against a team-mate, team official,
match official, spectator or any other person, regardless of
whether contact is made.
In addition, a player who, when not challenging for the ball,
deliberately strikes an opponent or any other person on the head
or face with the hand or arm, is guilty of violent conduct
unless the force used was negligible”
A clear attempt to use the elbow to hurt someone and it’s gone
completely unpunished.

Evidently as there was no contact it cannot be a red card.
Intent is not a red card offence nowadays.
However, it was a stupid act of petulance from Joao Pedro and he
was damn lucky there was no contact.

In law it’s a clear red card, there may be directives from the
powers that be, but they’d be wrong in law. The key quote from
law is ‘regardless of whether contact is made’.

Exactly the same as with Kulusevski on Lavia.
It's inexcusable.

Is one of the basic LotG questions that every association uses
in the entry exam to become a referee.

I was at the game and it was reviewed by the var whom was Chris
Kavanagh and the reason which given on the screen in the Amex
was the referee had not made a clear and obvious error.At the
game,though maybe due to where I was sat,I was surprised it had
even be reviewed,but getting home and watching the highlights on
my lap top,I admit it is a red card and this is from a Brighton
fan myself.

could get when it’s clear to see that he tried to elbow him with

In the years before VAR had a referee missed an attempted elbow
like that they would have, rightly so, come in for heavy
criticism.
For the VAR to review and miss it is inexplicable.
I can only conclude there must be some frankly insane policy
about requiring contact for VC in the EPL. It would fit with the
general policy of ‘non refereeing’ promoted by the PGMOL. If it
is the case I am stunned to think this is the type of incident
they have in mind.
I’m not sure if I hope Howard Webb says at his next review that
this is the policy, or if he says the officials got it wrong -
both are ridiculous outcomes.
VC and SFP to me are among the worst problems in EPL refereeing
right now. There is no consistent line for VAR intervention and
there is way too much of an emphasis on avoiding controversy. I
think the approach is muddled, too complex and deeply flawed.
Just let referees referee.

I would actually prefer if he said officials got it wrong
because if they had that as a law that it isn’t a red would be
outrageous
