Wales have released their list for 2025, Rob Jenkins retires
from the FIFA List after 6 Years.
FIFA Men’s Referees
Iwan Arwel Griffith (Cat 2)
Thomas Owen (Cat 2)
Aaron Wyn Jones (Cat 2 - New Nomination)
FIFA Men’s Assistant Referees
Daniel Beckett
Ian Bird
John Bryant

FIFA Women’s Referees
Cheryl Foster (Elite)
Charlotte Carpenter (Cat 2)
FIFA Women’s Assistant Referees

Rhys Parry
No VAR Officials due to no current Domestic VAR use. The Cymru
Premier is implementing VAR from the 25/26 Season.

Englands representation is now:
Elite: Oliver & Taylor
1st Group: Brooks & Kavanagh

Finally a FIFA nomination that is widely accepted as being
worthwhile.
Barrott certainly has the credentials to be elite one day. I
suspect Brooks will probably replace Taylor when the time
arises.

I believe that with the departures of William Collum and David
Munro, Scotland has two places to fill. We have been informed
that one goes to Ross Hardie,. Do we know who will fill the
other?

Spain, France, Germany and Italy all have three referees in the
Elite Category while England have two. I suspect that the
authorities at the English FA might have hoped that Chris
Kavanagh would join Oliver and Taylor in the Elite Category but
that hasn't happened for whatever reason. It still may do so but
I agree that Brooks is the most likely to become Elite and if
Barrott maintains his phenomenal progress he too, one day, will
join him. I don't see any other realistic candidates at the
moment. I like Jones as a referee but I don't see him in the
Elite Category.

I would say Lewis Smith seems to be the next kid on the block so
to speak for the future FIFA cohort given his rapid rise up the
ladder, however he is far from the finished article as yet.
However, Donohue is in prime place for SG1 elevation as he has
had VAR exposure. Possible Coote replacement if his legitimate
appeal process fails.
Andrew Kitchen and Thomas Kirk in the EFL seem to be held highly
so they could be a surprise package coming up for a trial game.

From what I read on Law 5 and hear from others - the perception
of English refereeing within UEFA is not that good at the
moment, especially with regard to VAR where there seems to be a
real as well as a perceived disparity.
I think Pawson came a lot closer than Kavanagh (but still not
very close) to becoming a UEFA elite, Kavanagh seemed to have a
period of intense focus from UEFA but I recall at least one poor
performance that may have hampered him, along with injury.
I think European refereeing is a very different challenge, it
will be interesting to see if Barrott or anyone else can manage
to break through.

The FA have confirmed their changes:

The new officials are Sam Barrott, Mel Burgin (Referees), Dan
Robathan, Grace Lowe, Isabel Chaplin, Anastasiya Voloshchuk
(Assistant Referees) and Jordan Griffiths (Futsal Referee) and
stepping down are Craig Pawson, Marc Birkett, Sian Massey-Ellis,
Natalie Aspinall, Lisa Rashid and Harry Lennard.
