Time Keepers do not have any power - they stop and start the
clock on the referees say so. What it does do, however, is take
pressure off the referee
In rugby union there are set guidelines to when a game can
finish, time keeper makes ref aware and at the next suitable
stoppage the game ends
If the clock in this match has reached zero, the game ends,
regardless of ball position, who is attacking etc
If football wants to allow final attacks, then this would have
to be written into Law.
Independent time keepers would only work if referees stopped the
clock and then the concept of added time disappears

Which is completely unsupportable. Plainly obvious that, if you
originally say 5 minutes need to be added, over half of that
can’t then be wasted by yet more stoppages. Otherwise, it
encourages time wasting, as you know it never realistically gets
close to being added on, so you may as well endlessly waste
time. Yes, a stadium clock might work, but I really never
understand why referees find it so hard to manage - just add
more time on ….

I note the rumours that FIFA will extend the experiment in U21
games whereby referees will award a corner if the keeper fails
to play the ball within 8 seconds. The official will count down
five, four, three etc. My view is what the heck are referees
doing now? Not enforcing the Law? Bizarre. Referees appear to be
not enforcing adequate laws regarding time keeping as if there
is another agenda which is to not upset clubs!

It’s the most ludicrous proposed rule change I’ve ever heard.
They can’t enforce 6 seconds now so what evidence do they have
they see going to enforce 8? And what’s the point in giving a
corner ?

Because the law makers realise what a dogs dinner is usually
created when you have an IDFK in the area
At least this way the corner can be played, ref finds a push and
GK can waste time with a place kick 😉
