This clearly states the position as regards the law but doesn't
address the why. What is the reason behind the law which states
that only goalkeepers may wear tracksuit bottoms. Safety ?
Aesthetics ? Historic dress codes ? What is the reason for
goalkeepers have different directions concerning dress ? Warmth
because their play is more static ? Protection because they tend
to throw themselves about more ( except for forwards diving in
order to win a free/penalty kick ? )

Tights and leggings are tight, they mould to the leg shape and
there's no flappy bits or pockets so maybe a safety thing?
Joggers tend to be looser and normally have pockets so perhaps
there is some concern someones boot could end up getting caught
up in a pocket when sliding in for a tackle or something
similar. Less likely to happen with a goalie because there is
less likelihood of someone sliding in on a tackle on them. You
can secure any flappy bits at the bottom of the leg by wearing
the socks over the top of them in the same way you'd wear socks
over the top of leggings or tights. Not quite as easy though as
the material for joggers is also thicker.
I doubt that is even considered and it's more likely a case of
"just because". Whenever it was decided goalies could wear
joggers there may not have been the range of tights and leggings
that are available these days so they were simply not considered
at the time and the Law hasn't been updated with taking the
changes to sportswear into consideration. Maybe it now needs to
be updated that tights and leggings can be worn but must be the
same colour as the shorts or socks, whichever is felt more
appropriate.
We've all seen many players and match officials wear tights or
leggings in the winter over the years, technically wrong under
the law but common sense was applied. Callum Hart who played for
AFCB back in about 2005/6 always wore tights whatever the
weather & no-one batted an eye. (well we all took the mick on
the fans forums about it but...) It's not exactly a new thing is
more the point!
They're allowed to wear a pair of wooly gloves to keep their
hands warm so why not tights or leggings to keep their legs
warm?

They are allowed to wear tights. They have to be the same colour
as the shorts, or the hem of the shorts.
My guess as to why outfield players aren't allowed to wear
tracksuit bottoms will be to do with socks. 1) sock colours are
helpful to differentiate the player who last played the ball.
Having tracksuits over them, of the same colour at least, would
make that more difficult. Socks don't always match the shorts so
you could have some with one colour tracksuit and others with
different colour socks which goes against the uniformity
principles of kit.
2) the shin guards must be covered by the socks which you can't
see if someone has tracksuits on.

A League upon which I officiate has today shared a communication
purported to be from the FA suggesting that, in cases relating
to religious requirements, a greater degree of latitude may be
exercised

why cant they spell it out? what is and isn't allowed? what
truly is mandatory and what laws can we pick and choose?
standard stuff...they'd never allow/expect this at Step 6 for
example but don't care at much lower levels but aren't willing
to actually give defined guidance

As usual, in trying to ‘clarify’, the FA simply make it far more
confusing and unclear. It’s admirable to be fully inclusive, but
it’s not being pedantic to have clear, mandatory guidelines
which are fair for all, so everyone knows where they stand and
people aren’t put in delicate positions.
Ramadan - that’s a league issue and great if teams/leagues can
accommodate.
Bottoms - are clearly not allowed and there is no need for them,
as sports leggings/tights are fine (even if black, for me) as
the team’s correct socks and shorts can be worn over them. If
not, could end up with all kinds of mixed colours.
Needs a clear, simple guideline: “Where a player wants/needs to
wear bottoms, they must be leggings/tights over which the team’s
socks and shorts must be worn. They must be black or same colour
as shorts”
Why the FA can’t just say that so it’s 100% clear … No good
saying wishy-washy things like asking refs to be ‘understanding’
as it’s never going to be consistent.
