       Few important changes to Step 2 – 6 Match Officials for 2024/25

       Fourth Officials
       There will be Fourth Officials on Step 2 matches (National
       League North/South).  This would be predominantly a Step 3 & 4
       Referees (Level 3).  Occasionally, it will be a Level 2 Referee.
       Standard kit should be worn on matchday.
       Step 2 clubs who use a black/navy kit which clashes with the
       Match Official’s kit are to bring alternative coloured Nike
       referee shirts for use by the Assistant Referees and Fourth
       Official.
       Number of Substitutions
       The National League have confirmed that from season 2024/25 each
       team will have the opportunity to make 5 substitutions from the
       5 players available on the bench.  There is no limitation on the
       number of opportunities available for each team.
       A New Methodology
       A new methodology will be used to measure performance of match
       officials across the National League System (Level 2 – Level 4).
       The overall merit table will be compiled using a weighted
       score based on performance in 4 key areas (Referees)/ 3 key
       areas (Assistant Referees):
       Referee Levels

       •
       (4 x season – cumulative scores)
       •
       Assistant Referee Levels
       •
       •
       cumulative scores)
       •
       (4 x season – cumulative scores)
       Those in a dual role will use the same Laws of the Game
       knowledge checks for both Referee and Assistant Referee merit
       tables.
       Temporary Dismissals (Sin Bins)
       Temporary Dismissals will be operational in all competitions
       which comprise solely of clubs who operate at Step 5 and below
       of the National League System.  This includes all Step 5/Step 6
       league competitions
       Temporary Dismissals will only be operational in the following
       FA Competitions:

       They will not be used in all other FA Competitions.  This
       includes any FA Cup, Women’s Cup or Youth Cup fixture between
       two teams who will use “Sin Bins” in their league competition.
       Sin Bin protocol has been simplified.  If a player receives a
       yellow card for dissent, it should be treated as standard yellow
       with the added provision of spending 10 minutes on the sideline.
       If the same player receives a second yellow card (for any
       reason) they are to be sent off.

       So for referees 30% and for ARs 40% of their marks will be
       achieved away from the FoP?
       What about those who struggle with reading, yet have a real feel
       for the game?
       Whilst I understand knowledge of the Laws is vital I always felt
       some of the questions asked even on a baaic refs course were
       meant to trip you up, not test your refereeing ability.
       Love to see these development modules and how they will be
       scored

       How on earth is a single Match Observer able to simultaneously
       judge the performance of the referee and both assistants
       effectively ?
       Surely the referee  could offer some input on the performance of
       his assistants??

       Nice idea but I think it would raise potential issues of
       favouritism and personal integrity which are clearly not wanted.
       I am sure however that if an AR was complete ****, a word from
       the referee to the authorities would probably meet with an
       appropriate response..

       Firstly, because we as observers we can (and always had to).
       Secondly, I think the referees normally have to complete a match
       report to the league, in which they comment on the performance
       of the NAR's. At least at Step5/6; where the NAR's are L5, etc

       I think that should be "from the 7 players available on the
       bench".

       Breaking News..
       The use of Communications kits is permitted to be used on Step 2
       matches wef Sat 7th Sep 2024.
       * Clubs will have the communications kits in their possession
       and are responsible for the charging and upkeep of the
       equipment.
       * Home Team equipment will be used on matchdays.
       * The Away Team will also bring their allocated kit along with
       them for backup (Let's hope they remember)
       * Referees have been provided earpieces so they will be
       responsible for maintaining and distributing them to Assistants
       and Fourth Official on matchdays.

       Is there any guidance about what should happen if the clubs fail
       in their duties to provide the kit in working order?  Match off
       or make do without?

       Is there any guidance about what should happen if the clubs fail

       or make do without?

       Comms kits were just an enhancement tools so any football match
       can commence without it.  You just need to go back to old school
       officiating.  Understanding that at top level, it would be
       needed for VAR.  Something to bear in mind that Select Group,
       Select Group 2 and National List Referees were given their own
       kits and are responsible to maintain them.
