He went to control the ball and completely missed it (5/6
seconds) then both had hands on each other and Armsgtrong
grabbed the Hungary players shirt (7 seconds)
He was looking for the contact IMO

A very tight call and I can see the case for both penalty and no
       penalty.

For me not a penalty Armstrong committed the first offence by
grabbing the defenders shirt and thus initiating contact.

Agreed. What I find disturbing is that there appears to have
been no initiative at all from the VAR. Did he actually comment
       or recommend on the incident?

Yet another attempt to 'con' a penalty when he should have been
trying to beat the defender and get a shot in. He pulled the
defender over and it was well spotted by the referee and no VAR
       invovlement was necessary.
I am sick of players falling over as soon as someone breathes on
them. Modern football throughout the world is now more intent in
trying to con decisions rather than going out and winning games.
Scotland did not have one shot in the first 46 minutes and only
managed 5 attempts with none on target in 113 minutes in a 'must
win' game. I feel really sorry for their fans after watching
       that display.

Then, once again, UEFA has to come out and give clarification.

Too much whistle in my view. OK, the game was 'cagey' for the
most part but Tello didn't help with his constant whistling for
       minor incidents.

Less impressed today with Tello, after a superb first game -
really let game flow last time but seemed too uptight / highly
strung from the first whistle of this one. Strong body language
can be great, but seemed to overreact over a few minor incidents
and gave too many soft fouls at times.
Understand why he waved away the late Scotland penalty in real
time, but VAR has surely got to show him the contact to the back
of his leg which clearly impeded him.

Every decision is checked, this one would have been very quick
as even if there was a debate about it there is no way it can be
       a C&O error.

Why have we not seen a still of the possible offside? Looked
like Armstrong ran too early to me.
