       A TAYLOR - Netherlands v France

Big talking point with the disallowed goal by Simons for offside
       given by VAR Attwell.
Holland not happy at all with the goal disallowed and I can
understand their reaction, but does the Dutch player interfere
with the non dive by the keeper.

Yes correct call. I think it’s a great onfield call. The keeper
is impeded from potentially saving it.

The goal should have stood. Attwell has chucked Taylor a
       hospital pass there

Wolves had a goal disallowed IIRC and Howard Webb stated clearly
that if you are in an offside position between the posts, the
offside decision will be given in the affirmative. Unless UEFA
do things differently, then some rubbish is being spouted.
Correct decision IMHO but as frustrating as when a striker puts
the ball in the net and in the process hits his hand. Don't like
the interpretation but UEFA are playing safe here.

Yes - the video clips released by IFAB/UEFA this season for
coaching on interference have all been very similar to this one.
The Dutch attacker is stood effectively where the ball is going.
Whether the goalkeeper would definitely have got there isn’t the
consideration - he didn’t have the opportunity.
Edit: the goalkeeper clearly makes a stepped/paused movement. It
looks very clear that the attacker has impacted on him.
It’s of course different if the attacker is on the line and the
goalkeeper is the other side, but seems quite straight forward.

He didn’t try , the ball was passed him before he even looked at
       it.

I agree, take the attacker out and the GK still DOES NOT save
       it, therefore - goal
Why was there not an OFR as it was very subjective?

It felt offside and is the correct final decision in my view,
supporting the on field call, but my god that took far too long
       from Attwell.
Clearly will divide opinion, but for me he’s a couple of yards
away from where the keeper would have dived, so I think he is
interfering. Always a tough one to sell when the keeper either
makes no attempt to save, or when he would’ve been beaten anyway

       Law 11 - Offside
       Extract from 11.2.
A player in an offside position at the moment the ball is played
or touched* by a team-mate is only penalised on becoming
       involved in active play by:
       * interfering with play by playing or touching a ball passed
or touched by a team-mate or
       * interfering with an opponent by:
       * preventing an opponent from playing or being able to play
the ball by clearly obstructing the opponent’s line of vision or
       * challenging an opponent for the ball or
       * clearly attempting to play a ball which is close when this
action impacts on an opponent or
       * making an obvious action which clearly impacts on the
ability of an opponent to play the ball
Take your pick. It might not be a popular decision but it was a
correct decision to disallowed the goal.
