Two articles in today's Sunday Observer

1 Suggests that because the Premiership now consists very
largely of foreign owners,managers and players that now is the
time to introduce foreign officials - it quotes many instances
where mistakes have been made this season and apologies have
been made etc
I personally hope this never happens as there would be no
guarantee that anything would change for the better and it would
have an adverse affect on our referees progress
and 2 - the other article is a long piece about VAR and how it
fails to keep the crowd. who have paid a lot of money to attend.
sufficiently of what is happening - I suppose it is saying that
if you stay at home you get more information with numerous
replays etc. without the need to spend a fortune actually being
there
I personally think that VAR overall has spoilt the spontaneity
of the game at this level which makes it very different from the
rest of levels

People say about foreign Refs being superior to our own,but the
only see perhaps the top 2 of any country in European
matches,they dont see the rest on a regular basis
Also why would other Refs want to join the Premier league

Personally I wouldn't be opposed to István Kovács refereeing
AFCB every other week! Rohit Saggi, Enea Jorgji and Filip Glova
are all welcome as well please and thank you!
More seriously though it's the same in every country - the
foreign refs are always thought to be better. Football fans in
Romania for example would wet themselves laughing at István
Kovács or Ovidiu Hațegan refereeing the PL and say thank
goodness for that because it means they're not "ruining" the
Super Liga that week. Slovakian football fans would say the same
about Filip Glova and Ivan Kruliak etc.
Personally, just for a laugh I would find the worst performing
referee in each European country, knowing they could never
handle one of the bigger PL fixtures, and appoint them to a big
PL game, grab the popcorn and sit back and watch the fireworks.
I have a slightly wicked side to me though!!

This proposition does come up occasionally. Everything that has
already been said above does ring true - no country on earth is
'happy' with its officials, and with the lack of nuance in
football, 'the grass must be greener' is a predictably boring
conclusion that many make.
I suppose the difference is that the Premier League *could*
afford to bring in the very best from abroad. From a
footballing perspective, they basically have unlimited money,
and the temptation to 'transfer in' the top 10 UEFA (or further
afield) officials from elsewhere must be real.
I can't see UEFA or other associations being best pleased by
that idea. Now, those officials might stand to earn more but
they'd likely be saying goodbye to their FIFA and European
appointments (they couldn't officiate their home nation,
England, nor home nation league sides nor English league sides -
and that's before any further complications - legal,
administrative, or logistical - that UEFA or their home FAs
could manufacture).
The fees for international football are not insignificant, but
from what I can see - the prestige and the opportunity to
officiate in the highest levels of world football matters just
as much, if not more.
Perhaps officials coming to the end of their UEFA careers might
want to make the jump (like Bobby Madden, but straight into the
highest level) but they wouldn't last all that long.
All of that is without contemplating the inadvertent effects on
English refereeing recruitment and retention, and whether the
'standard' of officiating would improve, or improve
significantly, and/or most importantly, be perceived to have
improved.
That probably means the whole concept is just dead in the water.
Though, some sort of temporary referee exchange might work
(similar to how UEFA and CONMEBOL have been doing it) and there
may be some benefit in doing so.
Edit: to add, as a FIFA Badge is unlikely to ever be a concern
for me, a sabbatical in another country's leagues has always
been concept that very much appealed.

the fact that Michael Oliver refereed a game in a foreign based
league, ignoring the fact it is standard in many countries, is
it not therefore rather hypocritical to want foreign referees
here?

I propose every Premier League game be refereed by Antonio Mateu
Lahoz and every PL game must have Massimiliano Irrati as VAR -
assisted by George Clancy and James Child
